Description:
Abstract:
These data represent the OPENING of the Emergency Fishery Closure area in the Gulf of Mexico due to the Deepwater Horizon, BP Oil Spill effective 19 April 2011, 6:00 pm EDT.
Purpose:
The purpose of these data is to visually represent the Emergency Fishery Closure (now opened) in the Gulf of Mexico due to the Deepwater Horizon, BP Oil Spill for GIS analysis and display. Users must assume responsibility to determine the appropriate use of these data.

NOT FOR LEGAL USE. Users be advised that the accuracy of this dataset is somewhat dependent upon the accuracy of the state waters and EEZ data used in the creation process. For more details on this process, see the process description. The text description of the Emergency Fishery Closure in the Gulf of Mexico due to the BP Horizon Oil Spill is the true definition of the closure. Logical_Consistency_Report:
No tests for logical consistency were performed on this data. The data was visually inspected to confirm that; the inside and outside of the polygons are where they should be.

Horizontal_Positional_Accuracy_Report:
No specific test was performed on the dataset. For the 3 or 9 nautical mile line and EEZ lines, obtained from the National Oceanic and Atmospheric Administration's National Ocean Service, the data is a reflection of the largest scale raster nautical charts of the area. The number of decimal places used in the output format does not imply an accuracy level higher than the source chart documents. Areas are calculated based on Albers Equal Area Conic Projection using the geographic extents of the largest fishery closure before openings began on 07/22/10, and should not be considered absolute. Area boundaries were modified to reflect the 30 nautical mile sampling grids used to sample seafood.

Process_Description:
Points were selected to enclose the historic BP Oil Spill and in water observations, for this closure, originally effective on 2/1/11. The area to be re-opened surrounds the wellhead and measures about 1,041 square miles. Specifically, the area extends from 29°00'N / 88°30'W to 29°00'N / 88°00'W to 28°30'N / 88°00'W, then 28°30'N / 88°30'W. The area was originally closed because oil was present in the area; however, no oil or oil sheen has been documented in the area since August 4, 2010, with the exception of a temporary, light sheen associated with movement of the drillship, the Discoverer Enterprise, in early December 2010. NOAA sampled the area between November 11 and November 14, 2010, between March 12 and March 16, 2011, and between March 28 and April 01, 2011. NOAA analyzed 85 finfish samples for sensory analysis and 112 finfish specimens in 25 composite tests for chemical analysis. The species analyzed are representative of the pelagic species targeted by commercial and recreational fishers in the area, including tuna, swordfish and escolar. Sensory analyses found no detectable oil or dispersant odors or flavors, and results of chemical analyses for oil-related compounds and dispersants were well below the levels of concern.
Lines were created from those points surrounding the wellhead. A polygon was created from the merged lines. The data was projected to Albers Equal Area Conic Projection (customized for this specific area). The area was calculated for the closure using ArcTools Utilities.
