NOAA's National Centers for Environmental Information is building high-resolution digital elevation models (DEMs) for select U.S. coastal regions. These integrated bathymetric-topographic DEMs are used to support tsunami forecasting and warning efforts at the NOAA Center for Tsunami Research, Pacific Marine Environmental Laboratory (PMEL). The DEMs are part of the tsunami forecast system SIFT (Short-term Inundation Forecasting for Tsunamis) currently being developed by PMEL for the NOAA Tsunami Warning Centers, and are used in the MOST (Method of Splitting Tsunami) model developed by PMEL to simulate tsunami generation, propagation, and inundation.
Developed for the Pacific Marine Environmental Laboratory (PMEL), NOAA Center for Tsunami Research program in support of NOAA's tsunami forecasting and warning efforts.

NOAA's National Centers for Environmental Information (NCEI) is building high-resolution digital elevation models (DEMs) for select U.S. coastal regions to support inundation modeling and community mitigation and resiliency efforts. These integrated bathymetric-topographic DEMs support tsunami forecast and warning from NOAA's Tsunami Warning Centers. The DEMs are used in the MOST (Method of Splitting Tsunami) model developed by NOAA's Pacific Marine Environmental Laboratory (PMEL) to simulate tsunami generation, propagation, and inundation. Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various sources, including federal and academia data archived at NCEI, the U.S. National Ocean Service (NOS), the U.S. Geological Survey (USGS), the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), and other federal, state, and local government agencies, academic institutions, and private companies. DEMs are referenced to the vertical tidal datum of Mean High Water (MHW) and horizontal datum of World Geodetic System 1984 (WGS84). Depending on the user requirements and available data, grid spacings for the DEMs range from 1/3 arc-second (~10 meters) to 3 arc-seconds (~90 meters).

The DEM Global Mosaic is an image service providing a global, seamless bathymetry/topography mosaic that includes NCEI's ETOPO 2022, NCEI's Continuously Updated DEM (CUDEM), and other NCEI-stewarded DEMs, along with regional grids such as IBCAO, IBCSO and the Hawaiian Island Multibeam Synthesis (University of Hawaii). This service provides elevation/depth values in meters; for a visualization of the data, please see the related DEM Global Mosaic (Color Shaded Relief) service. There are 5 related image services providing access to Digital Elevation Models: DEM Mosaic (Individual DEMs), DEM Global Mosaic (Elevation Values), DEM Global Mosaic (Color Shaded Relief), CUDEM Mosaic (Elevation Values), and CUDEM Mosaic (Color Shaded Relief). NCEI builds and distributes high-resolution, coastal digital elevation models (DEMs) that integrate ocean bathymetry and land topography to support NOAA's mission to understand and predict changes in Earth's environment, and conserve and manage coastal and marine resources to meet our Nation's economic, social, and environmental needs. They can be used for modeling of coastal processes (tsunami inundation, storm surge, sea-level rise, contaminant dispersal, etc.), ecosystems management and habitat research, coastal and marine spatial planning, and hazard mitigation and community preparedness. This service is a general-purpose global, seamless bathymetry/topography mosaic. It combines DEMs from a variety of near sea-level vertical datums, such as mean high water (MHW), mean sea level (MSL), and North American Vertical Datum of 1988 (NAVD88). No conversion/harmonization of vertical datums was performed. Because the mosaic contains 'overviews' for performance, individual DEMs cannot be separated from the others. Individual DEMs, or smaller subsets, are available in the companion DEM Mosaic (Individual DEMs) image service. By default, the DEMs are drawn in order of cell size, with higher-resolution grids displayed on top of lower-resolution grids. If overlapping DEMs have the same resolution, the newer one is shown. Please see NCEI's corresponding DEM Footprints feature service for polygon footprints and more information about the individual DEMs used to create this composite view.

The horizontal accuracy of bathymetric and topographic features in the DEM is dependent upon DEM cell size and the accuracy of the input datasets used to determine corresponding cell values. Topography: 90 meters. Positional accuracy of input topographic datasets limits accuracy of corresponding cell values in DEM. SRTM topography: 10 meters, Lidar: less than 1 meter. DEM cell-value relative-contribution factors: Lidar: 1000, SRTM: 10 and 1. Bathymetry: less than 1 meter to a few kilometers. Positional accuracy of input bathymetric datasets limits accuracy of corresponding cell values in DEM. Topo-bathy lidar: less than 1 meter , Multibeam and single survey data: ranging from less than 1 meter to 10 meters . DEM cell-value relative-contribution factors: JAMSTEC multibeam: 100, KSOLF derived bathy: 100, LTER: 10, Bathymetric pre-surface: 1.

DEM cell-value relative-contribution factors: Lidar: 1000, SRTM: 10 and 1. Bathymetry: less than 1 meter to 5% of water depth. Vertical accuracy of input bathymetric datasets limits accuracy of corresponding cells in DEM. Multibeam and singlebeam surveys: about 1% of water depth. DEM cell-value relative-contribution factors: JAMSTEC multibeam: 100, KSOLF derived bathy: 100, LTER: 10, Bathymetric pre-surface: 1. Gridding interpolation to determine cell values between sparse soundings in deep water degrades the vertical accuracy of corresponding elevations.
NCEI made every effort to obtain all available digital topographic and bathymetric datasets in the region for use in building the DEM.
Datasets were visually compared internally and externally (with other overlapping datasets and satellite images and maps) in ESRI ArcGIS for identification of anomalous elevations or data inconsistencies. Where elevation inconsistencies occurred, the most recent and/or highest resolution data set was selected for use in that region. Elevations in the older and/or lower-resolution datasets were deleted prior to building the DEM.
All datasets obtained by NCEI were converted to common horizontal datum of WGS84 geographic using ArcGIS or GDAL. They were also converted to common file format for visualization and inspection.

Datasets were visually inspected with ArcGIS and Global Mapper for identification and editing of data anomalies. Datasets were then compared with overlapping datasets to ensure data consistency.

Multibeam surveys were gridded to 3 arc-second spacing using MB-System's 'mbgrid' tool. The resulting Arc ASCII grid was imported into ArcGIS.

xyz files of the bathymetric data were surfaced using GMT's 'surface' tool onto a 6 arc-second grid that interpolated to fill empty cells. Points extracted every 5 meters along the coastline were also included to ensure that the bathymetric grid reached zero at the coast. The resulting Arc ASCII grid was imported into ArcGIS and clipped to the coastline to remove values over land.

xyz files for each input dataset were gridded using MB-System's 'mbgrid' tool, which utilizes a high-tension spline interpolation method to fill grid cells with no input elevation values. Preferential weighting was given to more recent, higher-accuracy datasets. Gridding was performed in quadrants, each with a 5% data buffer. The grids were imported in ArcGIS and seamlessly merged to create the final DEM.

Shuttle Radar Topography Mission
The Shuttle Radar Topography Mission (SRTM) was a partnership between NASA and the National Geospatial-Intelligence Agency (NGA). Flown aboard the NASA Space Shuttle Endeavour (11-22 February 2000), SRTM fulfilled its mission to map the world in three dimensions. The USGS is under agreement with NGA and NASA's Jet Propulsion Laboratory to distribute SRTM elevation products derived from the C-band radar data. SRTM utilized interferometric C-band Spaceborne Imaging Radar to generate elevation data over 80 percent of the Earth's land surface. Global SRTM data at a resolution of 1 arc-second have been edited to delineate and flatten water bodies, better define coastlines, remove spikes and wells, and fill small voids. Larger areas of missing data or voids were filled by the NGA using interpolation algorithms in conjunction with other sources of elevation data. The SRTM 1 Arc-Second Global data offer worldwide coverage of void filled data at a resolution of 1 arc-second (30 meters) and provide open distribution of this high-resolution global data set.
