NOAA Tsunami Inundation DEMs
Garibaldi, Oregon
NOAA's National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) for select U.S. coastal regions. These integrated bathymetric-topographic DEMs are used to support tsunami forecasting and warning efforts at the NOAA Center for Tsunami Research, Pacific Marine Environmental Laboratory (PMEL). The DEMs are part of the tsunami forecast system SIFT (Short-term Inundation
Forecasting for Tsunamis) currently being developed by PMEL for the NOAA Tsunami Warning Centers, and are used in the MOST (Method of Splitting Tsunami) model developed by PMEL to simulate tsunami generation, propagation, and inundation. Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various sources, including NGDC, the U.S. National Ocean Service (NOS), the U.S. Geological
Survey (USGS), the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), and other federal, state, and local government agencies, academic institutions, and private companies. DEMs are referenced to a variety of vertical datums and horizontal datum of World Geodetic System of 1984 (WGS84). Cell size for the DEMs ranges from 1/3 arc-second (~10 meters) to 3 arc-seconds (~90
meters).
Developed for the Pacific Marine Environmental Laboratory (PMEL), NOAA Center for Tsunami Research program in support of NOAA's tsunami forecasting and warning efforts.

The DEM Global Mosaic is an image service providing a global, seamless bathymetry/topography mosaic that includes NCEI's ETOPO 2022, NCEI's Continuously Updated DEM (CUDEM), and other NCEI-stewarded DEMs, along with regional grids such as IBCAO, IBCSO and the Hawaiian Island Multibeam Synthesis (University of Hawaii). This service provides elevation/depth values in meters; for a visualization of the data, please see the related DEM Global Mosaic (Color Shaded Relief) service. There are 5 related image services providing access to Digital Elevation Models: DEM Mosaic (Individual DEMs), DEM Global Mosaic (Elevation Values), DEM Global Mosaic (Color Shaded Relief), CUDEM Mosaic (Elevation Values), and CUDEM Mosaic (Color Shaded Relief). NCEI builds and distributes high-resolution, coastal digital elevation models (DEMs) that integrate ocean bathymetry and land topography to support NOAA's mission to understand and predict changes in Earth's environment, and conserve and manage coastal and marine resources to meet our Nation's economic, social, and environmental needs. They can be used for modeling of coastal processes (tsunami inundation, storm surge, sea-level rise, contaminant dispersal, etc.), ecosystems management and habitat research, coastal and marine spatial planning, and hazard mitigation and community preparedness. This service is a general-purpose global, seamless bathymetry/topography mosaic. It combines DEMs from a variety of near sea-level vertical datums, such as mean high water (MHW), mean sea level (MSL), and North American Vertical Datum of 1988 (NAVD88). No conversion/harmonization of vertical datums was performed. Because the mosaic contains 'overviews' for performance, individual DEMs cannot be separated from the others. Individual DEMs, or smaller subsets, are available in the companion DEM Mosaic (Individual DEMs) image service. By default, the DEMs are drawn in order of cell size, with higher-resolution grids displayed on top of lower-resolution grids. If overlapping DEMs have the same resolution, the newer one is shown. Please see NCEI's corresponding DEM Footprints feature service for polygon footprints and more information about the individual DEMs used to create this composite view.

This is an image service providing access to bathymetric/topographic digital elevation models stewarded at NOAA's National Centers for Environmental Information (NCEI), with vertical units referenced to mean high water (NAVD88). This service provides data from many individual DEMs combined together as a mosaic. By default, the rasters are drawn in order of cell size, with higher-resolution grids displayed on top of lower-resolution grids. If overlapping DEMs have the same resolution, the newer one is shown. Alternatively, a single DEM or group of DEMs can be isolated using a filter/definition query or using the "Lock Raster" mosaic method in ArcMap. This is one of three services displaying collections of DEMs that are referenced to common vertical datums: North American Vertical Datum of 1988 (NAVD88): http://noaa.maps.arcgis.com/home/item.html?id=e9ba2e7afb7d46cd878b34aa3bfce042, Mean High Water (MHW): http://noaa.maps.arcgis.com/home/item.html?id=3bc7611c1d904a5eaf90ecbec88fa799, and Mean Higher High Water: http://noaa.maps.arcgis.com/home/item.html?id=9471f8d4f43e48109de6275522856696. In addition, the DEM Global Mosaic is a general-purpose global, seamless bathymetry/topography mosaic containing all the DEMs together. Two services are available: http://noaa.maps.arcgis.com/home/item.html?id=c876e3c96a8642ab8557646a3b4fa0ff Elevation Values: http://noaa.maps.arcgis.com/home/item.html?id=c876e3c96a8642ab8557646a3b4fa0ff and Color Shaded Relief: http://noaa.maps.arcgis.com/home/item.html?id=feb3c625dc094112bb5281c17679c769. Horizontal Positional Accuracy Report
The horizontal accuracy of bathymetric and topographic features in the DEM is dependent upon the accuracy of the input datasets used to determine corresponding cell values. Early 20th-century NOS hydrographic soundings: tens to several tens of meters. NOS and OSU multibeam sonar: ~1 meter. Lidar surveys: ~1-2 meters. USGS NED DEM: ~1-15 meters. Positional accuracy of early
20th-century NOS hydrographic sounding data is limited by the sparseness of deep-water soundings and potential error associated with pre-satellite (i.e., GPS) navigation. Morphologic change in inland rivers and along the coast also degrades the positional accuracy of NOS soundings. Where present, multibeam sonar data supplant NOS hydrographic sounding data values in the DEM and lidar
data supplant NED data values.
Vertical Positional Accuracy Report
The vertical accuracy of bathymetric and topographic features in the DEM is dependent upon the accuracy of the input datasets used to determine corresponding cell values. The DEM (NAVD88 version) was compared with 137 National Geodetic Survey (NGS) monuments located within the boundaries of the DEM to assess quantitative vertical accuracy. The overall RMSE based on the differences
between observed values in the DEM and expected values published by NGS for each monument used is 4.57 meters. Note that the NGS monuments used in this type of analysis are located on land and thus the derived RMSE value captures only the accuracy of the topographic data used in the creation of the DEM. The vertical accuracy of the bathymetric data sources used in the creation of the
DEM ranges from ~0.1 meter to 5% of water depth. The vertical accuracy associated with early 20th-century NOS hydrographic sounding data is limited by the sparseness of deep-water soundings and potential error associated with pre-satellite (i.e., GPS) navigation. The process of interpolating and extrapolating to determine cell values in areas of sparse or no data coverage degrades the
overall vertical accuracy. Additionally, the resolution of the DEM may also degrade the reported accuracy of some source datasets.
NGDC made every effort to obtain all available digital topographic and bathymetric datasets in the region for use in building the DEM.
Datasets were visually compared internally and externally (with other overlapping datasets and satellite images and maps) in ESRI ArcGIS for identification of anomalous elevations or data inconsistencies. Where elevation inconsistencies occurred, the most recent and/or highest resolution data set was selected for use in that region. Elevations in the older and/or lower-resolution
datasets were deleted prior to building the DEM.
All datasets obtained by NGDC were converted to a common ASCII XYZ file format. Additionally, common horizontal and vertical datums of WGS84 geographic and the North American Vertical Datum of 1988 (NAVD88) were established using the Proj4 Cartographic Projections Library and transformation grids derived from NOAA VDatum
software.

The data were visually inspected with Fledermaus and ArcGIS for identification and editing of data anomalies. Datasets were compared with overlapping datasets to ensure data consistency. In some cases, overlapping data were edited to ensure a smooth transition between adjacent datasets.

A 1/3 arc-second bathymetric 'pre-surface' was created using GMT's 'surface' tool in order to interpolate or extrapolate values where data coverage was sparse or non-existent. In order to ensure realistic inter/extrapolated values, two such grids were created, one for the 'open ocean' coast and another for bays/estuaries. Different upper limits (of
depths) were imposed for each grid created. The final mosaiced grid was clipped to the shoreline to remove depths over land. The grid was then converted to an ASCII XYZ file to serve as an input in the final integrated topo-bathy surface.
2012-12-15T00:00:00
ASCII XYZ files for each input dataset were gridded using MB-System's 'mbgrid' tool, which utilizes a high-tension spline interpolation method to fill grid cells with no input elevation values. Preferential weighting was given to more recent, higher-accuracy datasets.
2012-12-15T00:00:00
The DEM was reviewed qualitatively for any noticeable artifacts introduced during the gridding process using imagery and other ancillary data. The DEM was also quantitatively evaluated by comparing it with source datasets and with elevation values extracted from NGS geodetic monuments.

Data Stewardship Maturity Assessment
MM-Stew
The Data Stewardship Maturity Matrix (DSMM) is a unified framework that defines criteria for each of nine components based on measurable practices, which can be used to apply a progressive, 6-level rating to an individual dataset, representing stewardship maturity stages rated as Not Assessed or Not Available (Level 0), adHoc (Level 1), minimum (Level 2), intermediate (Level 3),
advanced (Level 4), and optimal (Level 5).
Data Stewardship Maturity Assessment was evaluated by the metadata content editor for the NOAA OneStop project using the Scientific Data Stewardship Maturity Assessment Model Template v4.0.
