California sea lions (Zalophus californianus) and Pacific harbor seals (Phoca vitulina) use offshore oil and gas platforms as resting and foraging areas. Both species are protected by the Marine Mammal Protection Act (1972). The Bureau of Ocean Energy Management (BOEM) is required to collect information from platforms being used by California sea lions and harbor seals (or other pinniped species) with the goal of meeting environmental review and permitting requirements associated with the eventual decommissioning of offshore platforms. Decommissioning requirements are under the jurisdiction of BOEMs sister agency, the Bureau of Safety and Environmental Enforcement (BSEE). However, BOEM provides environmental studies and environmental review support for BSEE actions. To accomplish this goal, BOEM entered an inter-agency agreement with the National Marine Mammal Laboratories' California Current Ecosystem Program (CCEP; AFSC/NOAA) in 2012. Specifically, BOEM funded CCEP to conduct a study (from January 2012 to January 2015) to characterize and quantify California sea lion and Pacific harbor seal use of the platforms, including; abundance, seasonal use patterns, and age and sex class composition of animals on the platforms. Inter- (i.e., spatial) and intra- (i.e., temporal) platform comparisons were examined.

Purpose Quantify the abundance of California sea lions and Pacific harbor seals using oil and gas platforms and to assess their age/sex class and seasonal use patterns at each platform during a two-year (January 2013 - January 2015) period. Obtain information for the preparation of Marine Mammal Protection Act permit applications and National Environmental Policy Act environmental impact assessments for ongoing platform activities and the eventual decommissioning of platforms.

Processing Steps
  • Data Type: ANIMALS - INDIVIDUAL (measured); Units: Individual; Observation Type: Other; Sampling Instrument: Computer software; Sampling and Analyzing Method: A subsampling protocol was developed. The time when all the cameras on a given platform were operational was split into 2-week blocks. From each block, 2 days were selected at random. Within each day, two images were analyzed from the following blocks of time: earliest hour – 0659h, 0700h – 1259h, 1300h – 1859h, 1900 – latest hour. Total counts were calculated by summing the number of individuals (identified to a specific age/sex class, if possible) counted from images taken from all cameras for each particular time/date.; Data Quality Information: To ensure that any edits made in identifications or counts were done correctly, the identifier would open the image again and view the new markers. Images were viewed at least twice to make sure all animals were accounted for. A subset of images were viewed by at least two identifiers to determine if they were consistent with their counts and identifications. Additionally, a subset of images were re-analyzed after all images for a platform were completed in order to determine if the identifier was consistent with their counts and identifications of images analyzed at the beginning through the end of the counting process.
